As per a recent notification released by the Union Home Ministry, a bunch of guidelines and protocols have been released for re-opening the schools and colleges. The notification was issued in the wake of significant rise in COVID cases across the country. The guidelines also direct the police ad municipal authorities to ensure that guidelines are adhered to and no gathering shall take place with more than 50 percent hall capacity and not even schools and colleges are permitted to function with more than 50 percent of capacity. It is the top-priority duty of the police and district authorities to observe that SOP (Standard Operating Procedures) and guidelines issued by the Ministry of Home Affairs and Family Welfare are followed strictly.
The new guidelines completely restrict any gatherings to be held in closed spaces and such directions shall also extend to educational institutions like schools and colleges and private coaching institutes. Earlier the ceiling on the number of persons that can gather in a close space was 200, but state governments can reduce this limit to just 100 persons, depending upon the severity of situations in their states.
The notification is titled as “Surveillance, Containment and Caution" for December, states that the state government cannot impose a lockdown at the state or district level, outside the containment zones, without consulting the central government and hence the state governments are given the right to take the call accordingly. The new guidelines shall be applicable across the country from 1st to 31st December 2020.
